Saltwater
There is no license required to fish in saltwater. You can fish Chinese sea perch in Hong Kong Island at night who hunt small baitfish and squids attracted to light.

Water Suppliers Department manage 17 reservoirs over Hong Kong Island, Lantau Island, Kowloon and the New Territories.The reservoirs are open from 1 September to 31 March. Please see more detailed information from here:
Rivers
Unless specific area where fishing is prohibited or private area denying entries, rivers are open for fishing without license.
